The reason it looks like he is hanging them up instead of taking them down is that there’s no logical way they could have fallen onto THAT part of the fence.

Yeah, I searched for the provenance of this photo, too. I couldn’t find it.

Or someone else hung them up, and he’s taking them down. Someone, at some point, was an asshole, but that’s not the point.
