Some ‘settlements’ are actually cities that have been in existence for over 40 years. These will probably stay, and there’s no reason for them to be dismantled. Then there are outposts, a few trailers on a hill. I suspect these are negotiable. The idea of land swaps has been on the table for, it seems, about two years. The problem, no one is sitting on the other side of the table.
