The accelerated schedule is the same sort of schedule used for the Ebola vaccine which was developed.

The safety is probably not in question; companies have been making vaccines for a long time. They know what can safely go in a vaccine. That argument is FUD from antivaxxers.

As for it being released in time for the election as an October Surprise, most epidemiologists are pretty sure that no vaccine could be developed even within twelve months, simply because of what goes into researching a vaccine.

Pharma companies are largely protected from vaccine lawsuits because there is a very low profit margin on vaccines and vaccines are vital for public health. That doesn’t prevent a pharma company which put out a bad vaccine from being destroyed in a boycott.

Ebola has been a threat for decades and has been extensively studied during that entire time; this is a novel coronavirus, around for only about 6 months, and there are no existing vaccines for any coronavirus, though there was one (or more?) under development before the funding was eliminated and the project abandoned.
