It seems he’s cooperating with the investigation and the initial results didn’t find cause to to have him charged. The local authorities are cooperating with federal authorities and the investigation is going to be reviewed. This system appears to be working.

It’s working in one of the two or more ways that it usually works. I think if the races were reversed, it would be working in the other of the two or more ways that it usually works.
