I consider myself decently familiar with the Hebrew scriptures, and I know a little about the Greek ones. (One of my goals this year is to read the whole of the Greek testament properly through.)

I haven’t ever seen the passage where they discuss the qualifications to be President of the United States. The only document I’ve ever seen outline that, actually, is the Constitution. Of the United States.

Can someone direct me to this odd bit of prophecy?

You know I could be totally wrong, but it may even be possible that the Hebrews were unaware of a place called the United States. Perhaps they though it had been lost in the Great Flood?
