I have just worked on a mailing for a non-profit, and that is expensive. It is likely a lot of voting areas just don’t have that sort of money to spare on anything extra, no matter how useful or good.

since PTV is crowdsourced, the cost is distributed and absorbed by the individual volunteers
10 cards a week is probably less than $5.00
I consider it like a donation
