- my opinion is he doesnt have to be willing to sign anything, or actually sign anything
- he *is* the legal owner.
- no private citizen can sell it or tell him what or what not to do with it, or demand he cede it to them*
- as the legal owner he, and no one else, is totally responsible for all the decision making and controlling of his weapon at all times
if he gives, loans, or in any other way ‘transfers’ or loses physical custody of his weapon (improper storage), he is still responsible for whatever is done with or by that weapon

he owns the ‘title’.
doesnt mean the subsequent ‘possessor’ isnt also responsible.
im fine with joint and several liability

don’t want to get stuck in a situation like this? dont lose control of your weapon.

*no, lets not get into stolen, taken by force, etc

I don’t think Targetpractice was saying he had to, but would he be willing to actually put his money where his mouth is.
