Can he remove the filibuster to get the funding passed? I really don’t understand how this works. In my world we had a shutdown once (1975). It was sorted via a new election and a law was past (I think, or an agreement reached) where our senate could not refuse supply (basic government spending) - so we’ve never had a shutdown since.

No, he can’t. That’s set at the beginning of the legislative term (every two years). All he really has to do is allow bipartisan bills created to fund CHIP and legalize DACA.
