Elite is a buzzword thrown around like so many others it’s lost any specific meaning
It means whatever they want it to mean in whatever the context is

Exactly but the thing is the people who love to push it are elites themselves. NRO is a big culprit of that. I can think of nothing more elitist than WFB and his snotty Transatlantic accent telling black people they needed to accept Jim Crow and Apartheid.
