I think that refers to the people living in a district.

Districts are apportioned based on the number of people living in them, regardless of whether they are citizens or not.

The court cases lost over the census to exclude people who are not citizens means those people will now be counted in the next census (as they have for all of the nation’s history).

That means moving people into so-called “sanctuary cities” increases the numbers of people counted in the census for a state’s population.
