it’s my understanding that in AZ you need one person to point the finger and two more to collaborate, then the authorities can step in…sounds fairly draconian to me but fair enough…what more can govt do?

I believe you meant “corroborate” rather than “collaborate”, although the latter could be true if it’s a conspiracy.
