It seems he’s cooperating with the investigation and the initial results didn’t find cause to to have him charged. The local authorities are cooperating with federal authorities and the investigation is going to be reviewed. This system appears to be working.

If by “working” you mean that considerable public outcry and attention from national media have MAYBE resulted in keeping the case open for reconsideration from a local police department that initially simply called it self defense and walked away.
