That’s incorrect. The law provides for an ordinary citizen to use force to stop a felony. Like a rape. Obviously there is no conviction yet.

What a person is suspected of (infraction vs misdemeanor vs felony like armed robbery) has an impact on what police can do.

You can stop a life threatening assault in progress. Only prison guards get to shoot at someone who is running away, and even that is fucked up.
