Fixed. Care to comment now? Every example you’ve given is of publicly uploaded and available information with nothing by way of active, technological access controls. A website cookie is on your machine, you have obligation to keep it and the website owner makes a choice whether or not to serve pages to browsers without it. Obscure or unlinked URL’s also aren’t a form of technological barrier.

None of your examples so far are actually relevant to a discussion of Obama’s proposal, they’re all hyperbolic distraction.
