That’s based on a rather outlandish and outdated federal law (FLSA Sec. 14(c)). The idea was that any job the disabled get is better than none at all. But that goes against current thinking where minimum wage should apply to all workers - a hard floor on the wage, given that they’re doing a job that should be properly compensated for.

It might be a different matter if these disabled people were already receiving other benefits and the work is seen as more a matter of social integration.
