Congress doesn’t like losing their vacation. If they have to stay in DC just in case they have to act again on the sanctions, they will be none too happy.

WH claims it hasn’t received the sanctions bill yet; Congress said it sent it last Friday. Maybe they forgot to put a stamp on the envelope.
