Some people are justifiably incarcerated for the rest of their lives because of the severity of the crimes committed.

That would be the case with Breivik. Even though the maximum sentence is 21 years, Norwegian law allows extended incarceration when the person poses an ongoing threat to the public for 5 year terms thereafter (forvaring). In effect, the law allows life imprisonment - it also requires periodic review of the cases.
