As someone who works in an Assisted Living facility in Texas, this is so scary. We lost power during Harvey (I am in Corpus Christi) for about 28 hours but were lucky to have overcast weather that kept temperatures relatively cool. Several of the residents’ family members railed at us for not having a generator but state law does not require that we have one. Skilled nursing facilities, however, must have a generator.

Since these storms happen in late summer, being able to restore AC quickly is crucial. While I’m sure some judgement errors were made in this situation, my heart also goes out to the staff. During Harvey, we (the management team) were pretty much left to make decisions ourselves and hope that we made them wisely. We did not evacuate and things worked out OK for us but could have gone bad very easily had the storm made landfall 30 miles to the south.
