Yes, and in my view (and at least some lawyers agree) Cohen violated election laws even if he was not reimbursed, by making an unreported expenditure intended to benefit the campaign.

i think they could be nailed on the election law aspect many different ways - so there will be fines

im more interested in the non disclosure aspects
if trump isnt a party to the agreement, he cant hide behind it
