The FBI is not a monolithic agency doing the bidding of some nefarious actors. While the NY FBI may have been staunchly anti-Hillary, as had been alleged, other FBI offices may not have been. I think you’re heading down some Conspiracy Theory alleys if you’re suggesting all this FBI action is merely political theater. For one thing, Trump has publicly attacked Comey, McCray, Mueller, the FBI and the entire intelligence community. That can’t sit well with many FBI agents.
