Of course, it DOES guarantee that there will have to BE impeachment charges laid, because if you allow the President to declare war, you ARE officially electing a monarch every 4 years, and the US Congress has less power than Parliament has since before 1600.

Also, saboteur. It’s basically indisputable now. His main purpose in office is to drive the rump EU into Russia’s arms, and even if he isn’t aware, Putin is that only lots of arms, mainly in the hands of allies rather than of your own country, are the only way to get rid of Russians even if they originally came in via invitation.

Note also that I specified “rump”. I’m increasingly convinced Putin doesn’t want Great Britain as a direct puppet, but is, rather, willing for it to be the US’s. Almost like he thinks it would be some sort of albatross as an ally.
