She was dressed as another Batman character. Harley Quinn, get it? Harlequin? I honestly doubt this has one whip of a bit of significance. My kids both dressed up as devils for Halloween, along with witches, wizards, evil dragons with big old fangs and once an axe murderer. Neither of them are anything but sweet kids. Means nothing. Someone just decided to latch onto it.
