The Russians have a history of this kind of thing. Pursue the biggest, baddest weapon or tech system imaginable, and ignore the consequences should things go wrong or have inadequate safety measures in place for known risks.

Things that come to mind: the N-1 disaster. Nedelin catastrophe. Chernobyl. Any number of Soviet nuclear submarine disasters.

Not a thought was given to what might happen if the nuclear engine failed or it crashed into friendly territory.
