Crime rates and absolute number of crimes are very different. Smaller city, smaller absolute number of crimes, but my city has a higher crime rate therefore it is more dangerous.

I use the town in my county where a murder and car arson occurred in 2012 when I have to demonstrate the difference between crime rates and absolute numbers.
Angora has a population of one. In 2012, it had a murder and a car arson. (The one person who lives there was not a victim or the perpetrator.)
Therefore, in 2012, Angora had a 100% rate of murders and car arsons.
In normal years, the rate is 0%.
