I don’t think we can unless we combine them both into a single bigger bill. I don’t know what the rules are for reconciliation, but I thought it was artificially limited to only 1 bill a year, and we got a second one this year specifically for some reason.

That was what they thought at first, but the Parliamentarian recently said that more than two were okay, so I don’t see any objection.
