I believe Saddam Hussein retained some WMDs after 1991, but later transferred them to Syria. He tried to hint he still had them, though, because they were part of his bluff. Whether the bluff was aimed at the US or Iran or both is impossible to say.

So what do you make of the claims the administration made to the American people? Shoddy intelligence or deliberate fraud?
