That line is pretty much the UN Charter that grew out of the failed colonial era that ended post WWII.

The UN Charter is a definite milestone. I am beginning to think it essentially starts with wider education and spreading of enlightenment values. If you have some education and empathy and start looking at other groups its possible to recognize that they’re not barbarians or chattel, but possibly men with their own desires for equality, representation, and self-determination. By that standard some of the earlier milestones would be the steps towards male universal suffrage, woman’s suffrage, and, of course, the final stamping out of chattel slavery.
