Who had to go in to the desert to retrieve the bodies? the county officials or the funeral home
If the home, how far did they have to travel (roundtrip) I’ll assume it was at least a two person crew. Does the $450 cover checking to see if the bodies had any contaminating material/ diseases on them to even see if the body should be placed in the ground?

You yourself just posted The county also knew that a normal “burial” costs far more than $450 but the home was expected to do all of them for that much each

County officials said they paid the local funeral home, Funeraria del Angel Howard-Williams to handle the bodies after sheriff’s officials recovered them from the brush country
