At this point Trump has probably done all the damage he can. The rest, judicial nominations and such, would be no better, and perhaps worse, under Pence.

I would say that Trump can still do a lot of damage eroding democratic norms, destroying our global relationships, possibly blundering into war, and doing Dog knows what for bribes or due to blackmail.
