Trump hasn’t done any of of his required semi-annual Magnitsky Act reportage or enforcement for the past 18 months, as of a month ago, last I heard. What would make him bend on this? It’s either toothless or he and Putin negotiated a way around it.

I’m thinking Mitch McConnell is getting tired of being a called a Russian stooge.
