He unilaterally ended DACA. He can unilaterally reinstate it with no action/input from Congress.

He doesn’t want to and doesn’t care.

He thinks it’s a bargaining chip with the Democrats, and they’re not falling for it. Sucks for the DACA folks to be pawns in a political battle, but the Democrats have the right idea. They don’t need to do anything, because Trump can undo the damage he did with a stroke of a pen.
