Apartment building I used to live in was a re-purposed office building that had been built in 1924. When the elevators broke down* they would often be down for close to a week since repairs and finding replacement parts was quite difficult.
I presume that an old hotel in Vienna would probably have a quite similar issues. If not worse since I expect that the elevators were not original to the construction and were probably shoehorned in at some point. And at least part of the equipment is probably 1920s or older.
* - The place I used to live in eventually did an *expensive* refurbishment of their two elevators that stretched out over multiple months since they had to try to guarantee that one, and/or the freight elevator would always be available.
