how so?…I don’t get the analogy

as in, you’d rather be dealing w/ figuring out how to use one of your two good short stops as opposed to having no good short stops.

So in the case of healthcare, you’d rather be dealing with how to get enough doctors to care for 30M people who can now access basic healthcare than figuring out how to get those people the bare minimum of coverage in the richest country in the world.

/but that’s just my opinion, many people don’t see it that way.
