Except there’s no one stopping the enforcement of laws in Chicago, the Governor would probably have the authority to sue, the question would be whether a court would want to intervene (and, of course, whether Trump would follow any court decision).

And, historically, Congress has been pretty protective of the National Guard.

That was then. Now they’re protecting their illegitimate president. They’ll roll over for Trump when he claims that the laws aren’t being obeyed or that the “gangs” are in revolt.
