Vaping is almost certainly safer than smoking for the simple reason that pretty much everything on earth is safer than smoking. There is a legitimate harm reduction argument to be made in favor of giving smokers this option.

Having said that, the very limited regulatory oversight seems destined to lead to more corpses.
