Looks like a huge foreign policy with for the US to me.

I don’t think a “win” was possible in Syria. Assad cut this deal because it allows him to stay in power, weapons promised to rebels from the US never showed up. A “win” for the US would have involved beefing up moderate rebels groups years ago so they could compete with Jihadists but that never happened. This means the civil war grinds on indefinitely, our only two viable choices are Assad or al Qaeda, Iran and Russia have a well entrenched ally, Hezbollah continues to gain combat experience and influence. Not really a “win” but it could have been much worse.
