Even if he’s opposing it mostly because of its bad procedure as opposed to bad policy, the fact he’s saying so now (rather than waiting until the last minute) might prompt a few other GOPs (besides Collins and Murkowski) to jump ship as well.

I’m a little leery that the ‘procedure’ dodge opens the way for some shenanigans like a 2 a.m. “hearing” that wasn’t announced or attended that somehow ‘proves’ the process or the procedure was ‘Good’ and then they can vote on the thing.
