I can’t really make heads or tails of all this, but if I had to guess, I would say that 1. it is this guy; 2. the kids are probably his cousins; 3. he’s sort of playing a tough “practical joke” on them; 4. all this takes place in the West Bank, probably in Deir Ballut. Just speculating here until more details become clear.
