And if it’s a block grant then the State can do whatever it wants with the money. Brownback, Walker, Kasich, Deal and their ilk could just use that money to pay for other services.

Still remember how Ah-Nold handled the block grant to run Social Security disability claims. Ah-Nold took the money designated for that, moved it to cover his deficits and he furloughed the State Disability Determination Service workers one day a week so disability claim backlogs exploded…
