You are correct. The court held an act of Congress could not subvert the meaning of the XIV Amendment.

Congress managed to get around that with the 1924 Immigration Act to exclude all those “undesirable” Slavs, Italians, Chinese, Africans, &c.

The 1924 immigration act was a disgusting travesty, but it had no direct bearing on 14th amendment birthright citizenship.
