The article says Biden would be sworn in, there just wouldn’t be an inauguration. Makes no sense.

Tater apparently believes that “the inauguration” and the swearing in are two different things, possibly that the former refers to various celebrations and public events and the latter to the legal start of the new administration. In fact, they are one and the same, whether all the hoopla goes ahead or not.
