Has to have been a typo. That would flag millions of transactions.

Or omitted information to make the news piece more inflammatory, like what kind of transactions over $600 would be subject to reporting to the IRS.

Also, 15 minutes for a number comparison and storage of copy of transaction to file which is sent off to the IRS at set intervals sounds kinda sorta bombastically exaggerated.
