It’s an M992 Field Artillery Ammunition Support Vehicle
It is an ammo carrier for the M-109 series SPA, and uses the same chassis. It carries up to 90 conventional 155mm rounds and 3 guided projectiles.

Sorry to disagree but it is a Buk Missile Command vehicle. It is the vehicle on the left without its antenna up. (The vehicle they didn’t use when shooting down the airliner)
