I didn’t realize that Esper had cancelled the review and ordered that Gallagher be allowed to retire with his trident pin. That’s the exact deal that he accused Spencer of improperly orchestrating behind his back.

I retract my comment upthread, this really does stink and it looks like Esper is probably lying and cowardly blaming Spencer for his own orchestration of an outcome that he knows is deeply upsetting and insulting to Navy senior brass.
