OK: I can understand pretty much most of the rejection of those ballots
(of course, my take is: KY made the absentee ballots as hard as possible to fill out and register correctly, to suppress voting, but never mind for now): but what are those 549 “Returned Not Deliverable”? Not deliverable to who? The State? The voter?
