The whole point of an HSA is that the income diverted to it is tax exempt and for the purposes of paying insurance deductibles. Letting you take out cash from the account seems like an easy way to make it pay for things it’s nominally not allowed to.

No, you can still do those things privately without government approval. You just can’t expect the government to subsidize them at the same time.

But I can no longer buy my birth control as an HSA expense unless I can figure out how to get my doctor to write a prescription for rubbers. I also used to get a discount for cash at the dentist office so that they did not have to pay for the processing fees. The banks should love that.
