Yes, the Ogalalla aquifer is being grossly over-pumped. People in areas that haven’t had to worry about drought in decades need to start paying attention. Unfortunately, groundwater regulation has lagged because you can’t see groundwater from the surface and it is only the last few decades that we’ve been able to pump it in massive quantities.

edit: I have heard concern about the Keystone Pipeline contaminating groundwater in case of leaks, so there is awareness out there.
