No, NYT, Kobach is not a “crusader against voter fraud”.

Kobach is a crusader against brown people.

I always tell my kids the example of the headline:

Man Throws Baby out of Window

Followed by an article about how a man runs into a burning house to rescue a baby by tossing it out of a window to the rescue crews waiting below.

This is a fine example of that.
