Not so much ‘clueless’ as ‘busy’. Senators sometimes can’t wait for the end of the game so they post the tweet when it seems in the bag or set up an email message to send a few minutes after the event is likely to end.

This need to finalize the message in advance is the sort of problem the Chicago Tribune faced because of a printers’ strike in 1948, and then as now it can lead to “Dewey Defeats Truman” moments.

But it also can be described as “insincere.”
