It’s not so much novelty vs proficiency as it is “doing something” vs “pretending to do something”.

It’s the difference between playing to win and playing not to lose.

Worked for a lot of generals who had a determination to Do Something. A lot of soldiers would be alive if they’d had a good idea of what to do.
